On October 24, the Ministry of Land, Infrastructure, Transport and Tourism announced that Japan and France have come to an agreement regarding regular direct flights between Haneda and Paris in the late-night and early morning hours (10:00 p.m. to 7:00 a.m.). Haneda Airport will offer the use of Runway D for the flights when it is completed in October 2010. The arrangement will allow for one flight per day between Haneda and Paris for each airline from the two countries and reopen a flight route that has not been used for around thirty years: since the opening of Narita International Airport.

Agreements have been negotiated for daytime flights to South Korea and late-night/early morning flights to Malaysia and Singapore with the establishment of new international routes due to Haneda Airport’s expansion, but the route to Paris is the first of these to Europe.

The new agreement will also allow for Air France's Airbus A380 to fly to Narita Airport, as well as for an increase in the airline’s flights between Kansai International Airport and Paris starting in the summer of 2011 to expand transport capacity on the route. In addition, the code share system between Japanese and French airlines will be done away with, while code sharing with airlines from third-party countries will be expanded.

The winter 2008 schedule will see a total of forty-eight weekly flights offered by three airlines between Japan and France (passenger flights only; excluding those to Tahiti and New Caledonia). As of 2007, 1,217,000 passengers were carried between the two countries.
